Mission Statement The Mission of the Student Council is to represent the interests of the student body in student government affairs. We work with the administration, faculty, staff and school committee to ensure the student body feels free to express their ideas and suggestions. Student Council promotes a positive relationship between the student body and the administration, faculty, staff and school committee. We promote the GLTHS philosophy and goals as set forth within the student handbook. The Student Council shall hold regular scheduled meetings once a month. All scheduled meetings must meet the approval of the student activities coordinator and be placed on the Greater Lowell Technical High School Monthly Calendar of Events. Each Student Council representative will receive a copy of the GLTHS Calendar of Events, as it becomes available. See Mrs. Griffin in room 2160 for any questions. |
BYLAWS
ARTICLE I: NAME
The name of the
organization will be referred to as the Greater Lowell Technical High School
Student Council:
ARTICLE II: PURPOSE
The purpose of the Greater Lowell Technical High School Student Council is to
1.) Represent the interests of the student body in student and governmental
affairs.
2.) Work with the GLTHS administration, faculty, staff and school committee
to ensure the student body feels free to express their ideas and
suggestions.
3.) Promote a positive relationship between the student body and the
administration, faculty, staff and school committee.
4.) Promote GLTHS philosophy and goals as set forth within the student
handbook.
ARTICLE III: MEMBERSHIP
1. Any student enrolled in The Greater Lowell Technical High School is considered to be a member of the GLTHS Student Council. Students are invited to become actively involved within the organization and are invited to attend all meetings.

ARTICLE IV: EXECUTIVE BOARD
The Executive Board of the Council will be a President, a Vice President, a Secretary, and a Treasurer. These officers will be elected by the Council at the end of each school year for the following year during the transition period as outlined.
A. PRESIDENT:
1. Presides over all Council meetings.
2. Must be a veteran of at least one year on the Council.
3. Can make no motions and is not able to vote except to break a tie.
4. Meets regularly each week with the Advisor to communicate Council business.
5. Is responsible for representing the Council and its views to the public.
6. Is responsible for all matters that are assigned to committee and for the prompt reporting of committee business.
7. Is responsible for setting the Council’s regularly scheduled meeting time in cooperation with the Advisor.
8. Is responsible for seeing that the Council meetings have positive and business-like tone, and that full discussions and airing of points of views are encouraged.
B. VICE PRESIDENT:
1. Presides over meetings in the absence of the President.
2. Chairs the Executive Committee and is responsible for its effective operation.
3. Represents the Council and its views to the public and school community in the absence of the Moderator.
C. TREASURER:
1. Is responsible for accurate accounting of all Council funds.
2. Is responsible for fund-raising activities and their organization.
3. Is responsible for ongoing and complete communication with the officers.
4. Presides over meetings in the absence of the above officers.
D. SECRETARY:
1. Takes, distributes, and posts minutes of each meeting on the Council bulletin board and on e-mail.
2. Is responsible for handling the Council’s correspondence and maintaining records of it.
3. Is responsible for maintaining a complete file of minutes in the GLTHS Student Council Record Book
4. Is responsible for maintaining a complete attendance record of all Council members.
5. Presides over meetings in the absence of the above officers.
ARTICLE V: MEETINGS
A. Regular meetings will be held once each week during the school year.
B. The time and place of the meeting will be set up as part of the regular scheduling process during the preceding year. The time and place will be continually advertised during the year to the school community.
C. The meetings will be governed by Roberts Rules of Order.
D. All Council meetings are open to the public.
E. A quorum will consist of fifty percent of the voting members of the Council plus one. The Moderator and the Executive are not voting members.

ARTICLE VI: Procedures for Election
BY the first of May every year, the Executive Council will declare the positions of Executive Council Open for Election.
By the first of May the Executive Board will place ads in school bulletin boards and morning announcements seeking applicants for Executive Office positions.
Any members of the Greater Lowell Technical High School in good academic and social standing is eligible to for nomination for office by taking the following steps:
1. Present to the Council Executive by the announced deadline a completed nomination form.
2. Verify having attended at least one council meeting.
3. Notify the Executive who his/her campaign manager will be.
4. Make public an outline of his/her qualifications, and stands on important issues.
5.
Publicly post a written statement of qualifications, desire and
platform.
Poster Requirements
1. A maximum of ten poster
2. Two of the ten posters must clearly state the candidate’s qualifications and platform: what the candidate wants to accomplish as a Council member and/or what his or her stand is on important school wide issues.
3. The maximum size of the each poster is 22”X28”
4. Posters must be submitted the advisor for approval prior to being placed on the walls.
5. Posters will note be hung on windows, contain profanity, reference to drugs, alcohol, violence or sex.
6. All candidates for office are responsible for taking down their posters no later than 3 PM on Election Day.
ARTICLE VII: Removal of Office
1. Lateness/absence as grounds for removal of a Student Council member from office.
a. After two unexcused absences or six unexcused lateness, the Council will vote on whether or not the member will remain on the Council. After each additional unexcused absence or late the same vote will take place.
2. Other grounds for removal of a Student Council member from office:
a. Conduct unbecoming a Student Council member. Conduct unbecoming a Student Council member is defined as:
i. Public behavior that is not in keeping with the standards of responsibility and leadership expected of Council members
ii. Any action which violates the rules and/or regulations of the Student Handbook.
iii. Any action which displays and/or promotes disrespect toward acknowledged members and officials at Greater Lowell Technical High School.
